You want to take in foster kids from a state agency, you have to abide by their rules. If you don't like that, then don't take in foster kids.

If you were to legally adopt them, or have some the old fashioned way, you can say what you want. But for now, these kids are wardens of the state, and you're consciously choosing to take them in.

What's your problem? I don't think you actually understand what true abuse of civil liberties are.
