Benefits, pension, next to impossible to get fired, more women in upper management, not as cut throat as private sector. There is generally a lot of competition to get those jobs but they are ALWAYS needing actuaries. In fact, in California a lot of the actuaries for the State are imported from Canada as they can't find Americans with the training. So if she like math and numbers, and wouldn't mind a cubicle job, suggest that she go into a field like actuary, accountant, or statistics and she can get hired pronto at the State or federal level.
