Only thing you've done is tried to confuse yourself. I get ya. But its hard to tell based on the info provided. It makes it look like 38.8% of whites and 39.8% of blacks. But I get what you are saying now. NO! THe percentaqe is the percentage of welfare recipients and not per anything. Raw number count of those on welfare rolls only, certainly not per capita which greatly increases the number of blacks by about a factor of 4.
