Of course they do. Evil is big business and by protecting them, jailing them, and releasing them, it guarantees law enforcement growth, pensions, and jobs as lawyers, prisons, etc...

If you just kill them, your taking a potential of hundreds of thousands of dollars out of the real evils mouth which is the JUSTICE SYSTEM.

Sure, there are duddly do rights in the low ranks of the justice system who want to do good, but in the high ranks, its just a money and job game to them that they will play till the death of this country by the spread of immoral, unethical, and downright evil behavior that they propagate to its fullest potential.
