It rained here the other day, so of course the cat's bowl (outside) got black stuff in it.

It never got black stuff in it before the BP disaster.

I live about a mile from the Gulf in Panama City.

We were told about a year after the spill that there was a several miles long oil/Corexit bar at the bottom of the Gulf 25 miles off shore.

Oh relax OP, I'm sure it just converts the oil spill into toxins lower on the list of the EPA`s priorities.

the dispersent is just like dishwashing soap, it emulsifies the oil, breaks it up into millions of much smaller droplets, so it can penetrate the skin of animals and be absorbed into them much easier. It is actually the mechanical functioning of the smaller droplet size, that makes it more toxic.

Detergent stops water from beading up, same as it does with oil.

Adding small amounts of detergent to water/fertilizer is good for plants, because it allows it to soak into the ground.
