They're a bit late in the game, but then they know the Russian government has built all those underground tunnels and bunkers. Russia publicly state they have room for about 1/3 of their population in case they are needed.

What has our government built for the general public? Not a damn thing, but they did buy up all of Mountain House's freeze dried meats a few years ago for their own bunkers. (Mountain House produces the epitome of freeze dried foods. They taste perfectly normal)

Maybe Russian media has just now started picking up on it; perhaps a re run of DoomsDay Preppers?
