Let's see are there any logical explanations:

They're watching traffic patterns for either new lights or a new road for more access.

They're watching the christmas shopping patterns to determine if they need a traffic cop for the mall

They're going to install more traffic cams (which I use all the time)and they're trying to figure out the best location.

Should I go on?
