(Section 8 is rent subsidy for those that dont know, the state pays rent to the landlord on approved tenants, and in some places the waiting list is like 3+ years)

I can think of plenty of behaviors that would warrant such labelling, but seems like there might be potential for abuse of this power. I'm thinking of the US govt's definition of terrorist which seems to have morphed to include those who support our country's Constitution.

This type of thing sounds awful until you go into a rental, like I did this morning and discover that a newly remodeled house months ago was left trashed. We had put in new tile and carpeting. They left a hole through the floor by the front door. Holes in EVERY wall, broken windows, electrical outlets and light fixtures torn out and missing. They took off 2 back doors and used them for fencing, can't be put back. They broke the water lines to the water heater, there is only about 10 inches left of the bathroom sink sitting on the floor. And we had to run the cooler even though it was in the low 60's because of the smell. The carpets are slick with grease and dirt in many places.
They probably did about $10,000 in damages and only lived there for 6 months. After today I can see putting people like this either in there slum like they made for themselves, or having a published list of slum tenants so landlords are warned.
I am sick of what I saw today, took a middle class house and made it unlivable by most peoples standards. Sickening

And, you should have vetted your prospective tenants a lot better than you did.
