There is no need for the Syrian army to combine stuff and fill it up because the precursors are already stored in the ammunition when that artillery ammunition or aerial bomb is fabricated. They are stored in two separate chambers and the ammunition is safe for transport and storage.

While US says it is 'planning to take action' if chemical weapons threat materializes

The UN is yanking "all non-essential international staff" out of Syria in response to the escalating violence there, it announced today. Up to a quarter of its 100 foreign staffers may leave within the week, the BBC reports. The UN has also temporarily forbidden all field trips into Syria from Damascus. "For as long as international humanitarian law is not full observed by all parties … UN agencies have to review the size of their presence," one official says.

The move came on the heels of reports that Syria was mobilizing its chemical arsenal, and following Hillary Clinton's stark warning to the regime not to use those weapons: "I'm not going to telegraph in any specifics what we would do," Clinton said today, according to CNN, "but suffice it to say, we are certainly planning to take action if that eventuality were to occur."

Syria mixing chemical warfare agents, U.S. official

Syrian forces began combining chemicals that would be used to make deadly sarin gas for use in weapons to attack rebel and civilian populations, a U.S. official tells CNN.

The United States obtained intelligence over the weekend indicating this development, according to the official who had direct knowledge of the latest information.

The intelligence, the official said, came from multiple sources but declined to provide any more details about how the United states learned of it.

Sarin gas, the source said, could most readily be used to fill artillery shells.

Syria moves chemical weapons, White House warns of crossing 'red line'

The Syrian government began to move its chemical weapons in recent days, senior U.S. officials confirmed to Fox News, prompting new warnings from the Obama administration that using those weapons against the population would cross a "red line."

One senior U.S. official told Fox News "there are concerns about possible preparations for use" of the weapons, though "we don't know yet if they plan to use them."

The official added, "There are troubling signs of late."

The confirmation came as both Secretary of State Hillary Clinton and White House Press Secretary Jay Carney issued new warnings to Syria.

"As the opposition makes strategic advances and grows in strength, the Assad regime has been unable to halt the opposition's progress through conventional means," Carney said Monday. "And we are concerned that an increasingly beleaguered regime -- having found its escalation of violence through conventional means inadequate -- might be considering the use of chemical weapons against the Syrian people."

Carney said using or proliferating those weapons "would cross a red line for the United States."

"They will be held accountable by the United States and the international community if they use chemical weapons or fail to meet their obligation to secure them."

Carney would not say whether the movement of weapons by itself could cross the so-called red line.

Clinton, in Prague for meetings with Czech officials, also reiterated President Obama's declaration that Syrian action on chemical weapons was a "red line" for the United States that would prompt action.

"I'm not going to telegraph in any specifics what we would do in the event of credible evidence that the Assad regime has resorted to using chemical weapons against their own people. But suffice it to say, we are certainly planning to take action if that eventuality were to occur," she said.

Sarin degrades after a period of several weeks to several months. The shelf life can be shortened by impurities in precursor materials. According to the CIA, some Iraqi sarin had a shelf life of only a few weeks, owing mostly to impure precursors.[12] The persistence of sarin can be extended through the addition of certain oils or petroleum products.
Its otherwise short shelf life can be extended by increasing the purity of the precursor and intermediates and incorporating stabilizers such as tributylamine. In some formulations, tributylamine is replaced by diisopropylcarbodiimide (DIC), allowing sarin to be stored in aluminium casings. In binary chemical weapons, the two precursors are stored separately in the same shell and mixed to form the agent immediately before or when the shell is in flight. This approach has the dual benefit of solving the stability issue and increasing the safety of sarin munitions.

Reading this, it would seem that sarin degrades too quickly to be in a mixed form and would be used in binary chemical weapons as our friend from Ireland has pointed out. but I am not an expert....just some guy reading the internet....
