Saddam did use WMD on Kurdish people. Not sure about Iranian people during the war. Saddam did not use it on US Military because Bush I threatened to use nuke on him.

not based on how they are currently armed, at best they can get a stalemate. Their best hope without direct outside interference is they get lucky and Assad get's killed by one of their hits or by his own people in a coup.

It means the weapons we are giving the rebels are better that what they had.
