Typhoon Bopha (locally known as Pablo) made landfall three times as it passed through northern Mindanao, central Visayas, and Palawan on 4 Dec 2012. About 213,500 people have been affected in 18 provinces of Regions VII, VIII, X, XI, CARAGA, and the Autonomous Region in Muslim Mindanao (ARMM); 36,140 families (169,900 people) remain in 377 evacuation centres. In addition to extensive damage to housing, agricultural lands have been affected and infrastructure damaged. Initial reports have confirmed 2,780 damaged or destroyed houses in Regions X and CARAGA. A powerful typhoon that washed away emergency shelters, a military camp and possibly entire families in the southern Philippines has killed almost 350 people with nearly 400 missing, authorites said Thursday. More bodies were retrieved from hardest-hit Compostela Valley and Davao Oriental provinces and six others impacted by Tuesday's storm, the Office of Civil Defense reported. At least 200 of the victims died in Compostela Valley alone, including 78 villagers and soldiers who perished in a flash flood that swamped two emergency shelters and a military camp. In nearby Davao Oriental, the coastal province first struck by Typhoon Bopha as it blew from the Pacific Ocean, at least 115 people perished, mostly in three towns so battered that it was hard to find any buildings with roofs remaining, provincial officer Freddie Bendulo and other officials said. After slamming into Davao Oriental and Compostela Valley, Bopha roared quickly across the southern Mindanao and central regions, knocking out power in two entire provinces, triggering landslides and leaving houses and plantations damaged. More than 170,000 fled to evacuation centers. On Thursday, the typhoon was over the South China Sea west of Palawan province. It was blowing northwestward and could be headed to Vietnam or southern China, according to government forecasters. The deaths came despite efforts by President Benigno Aquino III's government to force residents out of high-risk communities as the typhoon approached.

The indigenous populations the world over, survived without extracting oil. We CAN live without ruining the planet. If we continue extracting oil, we will have NO planet. Boycott all oil. Rise up and STOP them getting oil out of the earth. It’s time to forget about money and luxuries. Be virtuous. Do what’s right.

The most aggravating thing about this is that the floods have been linked to illegal mining operations and the culprits had been paying off government officials in those areas. The Philippine government’s geological hazard maps show why this farming community was largely washed away by a strong typhoon: ‘‘highly susceptible to flooding and landslides.’’ That didn’t stop some villagers from rebuilding even with bodies still lying under the mud. Most of the about 420 people confirmed dead from Typhoon Bopha were killed in the steep valley that includes New Bataan, a town crisscrossed by rivers and cleared from lush hillsides by banana, coconut, cocoa and mango farmers in 1968. Flooding was so widespread here that places people thought were safe, including two emergency shelters, became among the deadliest. In the impoverished Philippines, the jobless risk life and limb to feed their families and the government can do little beyond warning of the danger. Nearly 400 people were missing Friday after the typhoon struck the southern Philippines this week.

After a night of pounding rain, floodwaters started rising around 4 a.m. Tuesday, trapping farmer Joseph Requinto, his wife and two young children in their house near a creek. Interior Secretary Mar Roxas saw New Bataan covered in 15 centimeters (6 inches) of mud. He was told by townspeople that a pond or a small lake atop the mountain collapsed, causing torrents of water to rampage like a waterfall. Dozens of people stared blankly at their devastated town as they waited at a government information center, hoping for word of missing relative. Authorities planned to display about 80 newly washed bodies in coffins at a Roman Catholic church Friday, hoping relatives will identify them. Authorities said about 215 people died in Compostela Valley and more than 151 in nearby Davao Oriental province, with the rest in other central and southern provinces. The typhoon, which hit the region with winds of 175 kph (109 mph), was weakening and expected to dissipate in the South China Sea by the weekend.

The 20 or so tropical storms that hit the Philippines each year strike its northern and central regions more often than the southern provinces pummeled by Bopha, but still, deadly floods are common on resource-rich Mindanao Island. On another part of the island last December, 1,200 people died when a powerful storm overflowed rivers. Then and now, raging flash floods, logs and large rocks carried people to their deaths. The Bureau of Mines and Geosciences had issued warnings before the typhoon to people living in flood-prone areas, but in the Compostela Valley, nearly every area is flood-prone.

More than 310,000 people have lost their homes since Typhoon Bopha struck Tuesday and are crowded inside evacuation centers or staying with their relatives, relying on food and emergency supplies being rushed in by government agencies and aid groups. "I want to know how this tragedy happened and how to prevent a repeat," President Benigno Aquino III said during a visit to New Bataan town, the ground zero of the disaster, where ferocious winds and rains lashed the area. Officials have confirmed 252 dead in Compostela Valley, including New Bataan, and 216 in nearby Davao Oriental province. Nearly 40 others died elsewhere and more than 400 are still missing, about two-thirds in New Bataan alone.

Aquino told New Bataan residents gathered in the middle of toppled coconut trees and roofless houses that he was bent on seeking answers in order to improve their conditions and minimize casualties when natural disasters occur. Fatal storms and typhoons blowing from the Pacific are common in the Philippines, but most of them hit northern and central areas, and southern Mindanao Island is usually spared. The economic losses began to emerge Friday after export banana growers reported that 14,000 hectares (34,600 acres) of export banana plantations, equal to 18 percent of the total in Mindanao, were destroyed. The Philippines is the world's third-largest banana producer and exporter, supplying well-known brands such as Dole, Chiquita and Del Monte mainly to Japan and also to South Korea, China, New Zealand and the Middle East.

About 200 families of Montawal town in Maguindanao province and some 100 hectares of rice and corn farms in this province were devastated as flashfloods coming from the province of Bukidnon and Cagayan de Oro City overflowed Pulangi River, three days after typhoon Pablo (International name: Bopha) left Mindanao. In Kabacan town, 12 villages along Pulangi River and surrounding villages of Liguasan Marsh were flooded forcing some 1,730 residents to flee their homes. North Cotabato Governor Emmylou Talino-Mendoza said that villages situated along the Pulangi River in Kabacan, Pikit and Pigcawayan towns were inundated, as floodwaters entered their houses forcing residents to evacuate to the national highway and village halls. "When flashfloods hit Cagayan de Oro and Bukidnon, it usually overflows Pulangi River," Talino-Mendoza said, adding that the towns are amongst the low-lying areas of the province. From Bukidnon province, Pulangi River passes through Carmen and Kabacan towns and drains into the Liguasan Marsh. Montawal is part of the catchment basin of the Liguasan Marsh. abacan's Social Welfare and Development officer Susan Macalipat reported that affected with floodwaters are homes, school buildings and rice fields. Severely affected villages of Kabacan are Tamped, Semone, Kayaga, Kilagasan, Magatos, Lower Paatan, Cuyapon, Aringay, Simbuhay, Nangaan, Dalapuan and Salipungan - all are either located along Pulangi River or near the Liguasan Marsh. "Pulangi River overflowed; floodwaters entered schools, residences and submerged the ricefields," Macalipat said. The municipal agriculture is due to release its report on crops damages. Kabacan is a pre-dominantly rice field town.

A typhoon that killed nearly 600 people and left hundreds missing in the southern Philippines has made a U-turn and is now threatening the country's northwest, officials said Saturday. The weather bureau raised storm warnings over parts of the main northern island of Luzon after Typhoon Bopha veered northeast. There was a strong possibility the disastrous storm would make a second landfall Sunday, but it might also make a loop and remain in the South China Sea, forecasters said. In either case, it was moving close to shore and disaster officials warned of heavy rains and winds and possible landslides in the mountainous region. Another calamity in the north would stretch recovery efforts thin. Most government resources, including army and police, are currently focused on the south, where Bopha hit Tuesday. With many survivors there still in shock, soldiers, police and outside volunteers formed most of the teams searching for bodies or signs of life under tons of fallen trees and boulders swept down from steep hills surrounding the worst-hit town of New Bataan, municipal spokesman Marlon Esperanza said. He said the rocks, mud, tree trunks and other rubble that litter the town have destroyed landmarks, making it doubly difficult to search places where houses once stood. On Friday, bodies found jammed under fallen trees that could not be retrieved were marked with makeshift flags made of torn cloth so they could be easily spotted by properly equipped teams. Authorities decided to bury unidentified bodies in a common grave after forensic officials process them for future identification by relatives, Esperanza said. The town's damaged public market has been converted into a temporary funeral parlor. A few residents milled around two dozen white wooden coffins, some containing unidentified remains.

A powerful typhoon that has killed hundreds of people and wreaked devastation in the Philippines was set to smash into the country again Sunday, forecasters warned.


Typhoon Bopha had looked to be heading away after destroying whole communities in the south, but the official weather agency said Saturday it had unexpectedly turned and would make landfall again, this time in the north.

The agency urged people to prepare for fierce winds of up to 160 kilometres (about 100 miles) an hour and heavy rains when the storm slams into the northern tip of the main island of Luzon in the early hours.

The surprise development piles more pressure on a country that has called for international aid for the south, where floods and landslides sparked by Bopha have flattened whole villages and left tens of thousands of people homeless.

A United Nations aid assessment team flew to the southern island of Mindanao, which bore the brunt of the devastation, on Saturday and witnessed "100 percent destruction", said Imogen Wall, spokeswoman for the UN office for the coordination of humanitarian affairs.

"This is a very poor area where everyone is dependent on agriculture. If people can't earn money from crops they won't be able to put food on the table for their families,'' she told AFP by telephone.

"They'll need a lot of help in the coming months. This is going to take a long time.''

Bopha, the strongest typhoon to hit the disaster-prone Philippines this year, barrelled into Mindanao from the Pacific Ocean with gusts of up to 210 kilometres an hour on Tuesday.

At least 548 people have so far been confirmed dead and about 500 others are missing. Around 212,000 others have been left homeless, according to the civil defence office.

In the isolated hamlet of Marapat on Saturday, about 4,000 survivors had only coconuts to eat, as no substantial aid was yet to reach them, said nursing mother Virginia Dodres.

All the houses had been carried off by floods, and survivors were sleeping 80 to a room on the bare concrete floor of the local school.

They share its two toilets and are doing their washing and bathing at a nearby spring, which is also their only source of water.

Dodres, 38, said church workers with two big pots of porridge arrived Saturday, the first and only relief aid yet to the hamlet, which is near the devastated town of New Bataan. The food was gobbled up within minutes.

Officials said Mindanao's east coast and the banana plantations and illegal gold mines around New Bataan accounted for all but 42 of the known deaths from the typhoon.

Twenty-six corpses were put into donated white wooden coffins and laid on a muddy open space where the New Bataan public market used to stand. A few relatives, and flies attended to them.

Jing Maniqued, an unmarried 37-year-old who previously worked as a maid abroad, did not know where to bury her two sisters since the cemetery had itself been covered by debris. Her parents and a mother are still missing.

"There's nothing left for us here. We will probably leave,'' she told AFP.

Cedric Daep, a public safety specialist, said desperate survivors looted shops and warehouses in Cateel, one of three hard-hit towns on the Mindanao coast in the early aftermath of Bopha's landfall there.

"The food aid took so long to arrive that the locals broke into whatever building (was) left standing in search of something to eat,'' said Daep, who was sent to the south to help organise the disaster response.

Pope Benedict XVI issued a call for "brotherly solidarity'' and said he was praying for "the victims, their families and the many homeless'' in Asia's largest Catholic outpost, where 80 percent are followers of the religion.
