every place i've lived in amsterdam has neighbor problems. dutch response used to be 'niks aan te doen' but i guess now they're dealing with it.
every building i lived in amsterdam had a loud music person or a crazy person threatening others. dutch are so chicken shit they would never protest about the problem person
guess where term 'dutch courage' comes from
