A personal friend has a son-in-law who until recently was very high-level (up to 2nd in command at one point) in a large county PD. He expressed to his father-in-law that this attitude has been fostered since 2002 by Homeland Security (DHS) in training sessions that the feds pushed upon local PDs over much of the past decade (at least 2002 - 2009).

The attitude taught has been "we are the police - we can do whatever we want - we let NOBODY and NOTHING stand in our way - if someone or something gets in our way - whether we have any legal right or not - they are either arrested or they DIE".

If you look at the behavior of police in any number of cases since - e.g. Ian Birk/John T. Williams, Troy Meade/Niles Meservey, Paul Schene/Malika Calhoun, numerous others - you can see this attitude of entitlement at work. That the same attitude is being expressed nationwide becomes clear when you understand the source.
