Lawsuits won't do anything, since for a dog the amount awarded (if any) would be very small. Even the large judgements they pay out over humans shot/abused seem to not faze them in the least.

Cops don't have to pay the money, insurance companies and taxpayers do. Hold the oinkers personally accountable and then it will stop.
