You gotta ask yourself why no rovers on the moon? Heck its close enough for live broadcast quality real time video telemetry.
1. Either we can't get there and never have gotten there.
2. Something warned us off, never to return if we did once go there.
3. Or something more secretive is taking place on the moon which would be exposed by having a rover up there.
