All depends.
If its on my property then its mine and only I decide if and what I want someone to pick if anything. There is a deal with garbage company where you specify how they pick it from you. When they come its their property from that moment.

Its NEVER public property here. There are public garbage dumps but those in fact have an owner. ALWAYS. There is the owner and company which is assigned to it. There are specific deals that say who is responsible for which part and the garbage is never 'free'.
Throwing garbage is a crime if you do not pay and you always have place for it. More. You need to utilize everything. You pay fee for TVs bikes furniture etc. You cant just put it anywhere like that. Many ppl do it but its illegal. You can give it to charity or make a free advert in local press or net but you cant put it openly in public (only on private property).
There are also more and more closed 'public' garbage dumps making it obvious its not free stuff. They try to close all of them. There is in fact no 'public' garbage and trash. There is always an owner and there are alway independent companies who utilize and pick it. In fact it isnt a public service but private business.

I know many are doing it ignoring the law and its mostly ignored. Its just minor crime here and police mostly do not care. It slowly starts beign put in use and Im happy bout that since Im tired of garbage beign thrown around and the mess that the divers make.
You wanna something free? There are other ways of getting it.

When I took Business Law 101 in undergraduate school - about 35 years ago so you'll need to double check my accuracy - one of the topics was abandonment. This is information to be used only for talking to your lawyer and is not legal advice.

Anything that is abandoned is fair game because the owner has no expectation of getting the item back.

Trespassing is a separate issue. If there is a sign of no trespassing, you have to obey that.

Not so sure you can go in someone's back yard and remove it. But if the trash can is at the curb/sidewalk which is a public right of way, then it's yours if you want it.

Check with your lawyer.

Sheesh, when I found an elderly man rummaging through my trash for aluminum cans, I began putting my soda cans out there in a separate bag for him so that he would have easier and more sanitary access to them. The thought, "That bandit is stealing my precious priceless garbage," never once occurred to me. LOL!

Come on, guys. Lighten up. It's just trash. I cannot think of a more petty thing to squabble over.

Now I'm sure someone will respond to me with a severe and harsh "it's the law... zero tolerance... sieg heil to the garbage Fuhrers..." And my response will be Bwaahaha!

Well cops came and made me go to the door in nearby Wharton when I took flower pots out of a box placed at the curb on a private road that was in view of the street. Some local yokel troublemaker alerted the gestapo and then I had the embarrassment of having to go with him to the door of the house to ask if I could have the old junky pots on the curb. The old dirtbag lady gave me a condescending look and mumbled yes like I was beneath her even addressing directly.

The moral here is, go back to the house where you got the piece of garbage bike and ask permission to take it and even ask if you can record then on your cellphone or get them to sign a paper saying that it is okay for you to take the bike.

Depends on where the garbage pickup is. In my residential neighborhood, every residence must place their garbage containers out on the street to be picked up by garbage trucks. At my commercial building, the garbage trucks have to come onto my property to empty the dumpster. So it varies from place to place and neighborhood to neighborhood apparently--maybe even with garbage companies.

If you don't want people to recycle perfectly good items from trash on the street - take your unwanted goods to a charity shop or recycling plant. That said, there is a big difference between going into somebody's yard and the street.

LOL...I was at the dump the other day and was lifting a heavy pos hewlett packard printer out of my truck bed to sling over the "cliff" where you throw your garbage off into the pile of trash below. I lift it up and sling that pos hewlett packard printer and it goes sailing and I look down and there is this dirty crazy picker not 5 feet away down there, wading thru the garbage bags and trash, looking for shit he can take home and add to his time machine project or whatever. He almost got a pos hewlett packard printer upside his head. It would have killed him...one of those heavy ones that takes expensive ink cartridges and is programmed to screw up if you use much cheaper generic.

Worked for Sears years ago...I've seen 20-30 bikes in the dumpster (repairable). They won't donate them and refuse to let any touch their trash...Lots of usable good and new shit going to waste. Sears doesn't give a shit about helping someone like poor children with a used repaired bike. They want you to buy new. You have to ask before you dumpter-dive or don't get caught. Your trespassing. You got caught and now your screwed. Good Luck!

This is a serious issue

Generally, putting a free sign out clears the pickers of large items, and someone should Not be digging in my sealed bags

or they are likely thieves

and my receptacles are on my property


My bagged trash is just that
snot rags,cartons, wrappings for food,cans or toxic plastic


In the UK they have RFID on trash


This ties in with their nwo control of EVERYTHING

If one throws out their approved CFL bulbs...without following the 20 page disposal instructions from EPA what extensive fines might be levied???

The future is now, a pivotal point in our world


One of those bulbs can easily contaminate thousands of gallons of precious water...

People that go around picking people's garbage and recycling are pests. How much money could they be making?

Sorry, but I don't want to see people pushing shopping carts down my street, looking filthy, making noise. It's a quality of life issue. Get them off the street and set up shelters for them in DEMOCRAT neighborhoods. Outlaw these pests.
