281-6. Collection by unauthorized persons prohibited. A. Recyclable material as defined herein shall be the property of the Borough of North Arlington once placed at the designated collection or pickup site(s) authorized by the municipality or its designated agent.
B. It shall be a violation of this article for any person unauthorized by the municipality or its designated agent to pick up or cause to be picked up said recyclable materials as defined herein. Each such collection will be illegal and in violation hereof and shall constitute a separate and distinct offense, punishable as hereinafter provided.

You should have been looking in "Chapter 398 - GARBAGE, RUBBISH AND REFUSE" [

The fact is, once you put your garbage in public domain for collection it becomes just that, public. If this bike was in a trash can on someone's privately owned property then yes, it would be considered stealing. But if it were on the sidewalk, it was free game.
The statement above applies to household, curbside garbage. Now if it was in a dumpster on private property it would be illegal.
I personally wouldn't go through someone's garbage but it is still not illegal if left in public domain.
