Interesting. In fairness, 'free' countries like the U.S. and UK have experimented on their citizens, with and without their knowledge, numerous times in the recent past, probably still do. They also routinely used prisoners, armed forces personnel, psychiatric patients, etc., as guinea pigs.

When I was a child back in the late 70s my mom would take one of my brothers to the hospital every other week for treatment for a condition similar to hemophilia [he had an issue with his white blood cells and platelet level]. One day the doctor wanted to use something on him and explained to my mom in very general terms how it would work. She was smart enough to realize it was an experimental drug with potentially serious side effects [even though the doc downplayed all this, and was of course getting $ from the pharmaceutical company] and refused. I can remember how furious she was, saying the doctor was trying to pull the wool over her eyes, using my brother has a guinea pig. He's fine today, the condition went away with age.
