OP, I do this kind of work. I'm a contractor and I determine the clearance and how and which trees/vegetation should be removed or mitigated.

You can submit your information to the utility/pipeline companies, but that's a long shot. Your best bet would be contacting an environmental company that deals with wetlands/mapping/vegetation for the initial work. See which environmental companies work with pipelines or transmission lines and contact them.
