Depends on how technical you want to be.

The "first step" was captured and transmitted on video. That video was translated to NTSC for broadcast by the networks via a film camera pointed at a monitor.

So, technically, there are photographs -- as in, frames of film -- of the event.

In a slightly more direct manner, I know the DAC was at an angle where it could see the flag being erected. I suspect that, since the ladder was on the "porch" side of the LM directly opposite the pilot's windows, the DAC (Data Access Camera -- a 16mm movie camera shooting at extremely low speed), was unable to see the First Step.

i dunno-MYTHBUSTERS pretty much laid that to rest
