The assumption is that something has not been put into motion.
The act of beginning to put a plan together to cover and conspire is, in and of itself, conspiratorial.
It is a small difference, but an important one.
There are conspiratorial ideas, followed by conspiracy planning, and finally... the execution of the conspiracy itself.
The execution step begins the many small acts that, if taken individually, are not conspiracy in any way. However, if matching to the plan, as an aggregate they are all conspiratorial actions with a predetermined outcome.
It is not until all of the small acts of low political danger, timing window independent, and physical danger are complete that the larger acts which require execution in a limited window of time to complete has begun. This is typically when the most care must be taken.
The moment there is a high percentage chance for massive negative political, military, or social fallout contrary to the conspiracy is when the plans will take one of two general paths.
1. The plan continues forward as the chances for completion are still high.
2. The plan is discarded immediately, all those in a position to expose the powerful are permanently removed. Those facing catastrophic exposure decide that the chances for completion has become lower than the probability of disastrous personal consequence.
This is why once a conspiracy takes place, everyone involved stick to the story. This is why they back the plan, regardless of exposure after the fact. There is nothing to lose and everything to gain.
This is why it is successful. This is why things are unfolding in the only manner that they can.

I am quite sure that the first initial step of pen to paper in the initial planning stages fulfills your requirements. Pen and paper would be an intial step of motion (i.e. moving of atoms), but cannot be proven to be a conspiracy until the paper that was written on was discoverd. Your logic is shifting and failing. It does not make sense at this point. Proven to whom? You? Russia but not China? Vietnam but not Thailand? Hitler with the Jewish population of Europe was a perfect example. Simply because many people in the Americas or the West did not know about the conspiracy does not mean that others were also in the dark. This was never, and will never be, about proving a conspiracy because that would require the most odeous of blanket statements: "everyone knows that xxxxxx". Everyone cannot and will not agree it is or was a conspiracy. There are currently many Holocaust deniers. To them, no conspiracy has ever been proven. In fact, they believe the Holocaust itself is the conspiracy rather than believing the one in which 6 million Jews died. The current situation has been in the works for quite some time. As each nation in the Middle East falls, the final recycling of the entire region becomes closer. I will say no more on the subject.
