Glancing over some more (I told myself I wouldn't do this) it looks like the Woodrow Wilson quote came from a 1910 campaign speech.

Once again, just like with Hoover, context is important. In his speech, Wilson was talking about corporate monopolies and trusts which had a large sphere of influence. Were they problematic and conspiratorial? Certainly. But they were also not very secretive, either.

So, yes, Wilson was referring to a coalition of business interests who wielded quite a lot of power and influence at the time, but the connection to any NWO scheme is tenuous.
