whats the worst that can happen? We can just tell other countries, well, keep the dollars, we're starting a whole new currency. Only legal U.S. citizens have a certain amount of time to exchange their old dollars, bonds, etc. for new currency. If you're a U.S. citizen in a foreign country, you can go to the embassy to exchange your money. You have to provide proof of U.S. citizenship here in the U.S. and abroad in order to exchange the money. Other countries holding U.S. dollars are just SOL.
