The cops who don't want to be videoed are either
the ones who bust heads, and shoot first and ask
questions later, OR
their bosses who condone or even encourage that
behavior.

They are thugs with badges.
Call them on it, every chance you get.
Video them in secret if you must, and
put their misdeeds anonymously on youtube
for all the world to see.
