CIA is under the Executive Branch and answers directly to POTUS so I suppose they could try to eliminate it but not sure they actually have that much power. Also it might not be advisable. Bad things could happen.  One of the most important aspects of conspiracy theories is being able to discern when there isn't one. Oh yeah, like you'd understand anyway.
