From what I understand in bible prophecy the word beast stands for a kingdom. The first beast that arose out of the sea is the Vatican. Now sea in bible prophecy means a heavily populated area. The second beast that arose out of the earth is America. Earth in bible prophecy mean a sparsely populated area. This is my understanding of the two beast in bible prophecy.
