I've seen flares ejected from American Jets and did not look like that however I don't know about Russian systems nor have I seen them ejected from helicopters before.

You are right there is no use in killing civilians. But see here is the problem these FSA/AlQueda/Jihadi clowns are irregular troops. They have little or no discipline and can't take on regular army because they always lose in that situation. Thus they hide amongst the civilian pop in loose knit groups and resort to urban warfare which tends to at least in their minds somewhat level the playing field. The other use to civilian casualties is that it stirs up the population against the strong side because they tend to have the training and heavy weapons which are used against these buggers.

They used to dump that when the Vietnam war was going on, caused horrific burns on people, can burn right through clothing.
Also used as tracers and smoke screens for infantry and the like, but with allot less of the burning agent added.
