I have seen something like this in Norway, earlier this year. There were some videoes to, from different parts of Norway. A pulsating light with a ring of light going around it. Almost look organic.

Lsst night I saw a light/planet/unknown big oval light going slowly cross the sky. Big. And in the zoom it seemed pulsating.
