NK has about 10 actual ships. They have a large submarine fleet... but submarines are what navies make when they don't expect to win a direct conferntation. Japan's navy is more modern and more then capable of defending itself. When it comes to planes the NK use a lot of old ones, but they do have some newer mig-29s. Japan has twice the number of 4th generation jets though, and probably more training with them. They really aren't going to declare war on Japan.
