The effects are widespread throughout the solar system, not just on Venus and Earth....and the Sun.

So if there is a current running inward to the Sun, and if Saturn is boosting the current, the effects on planets as they come between Saturn and the Sun will be more pronounced than the effects on planets outside of Jupiter...which is what I think we're seeing.
