As far as I know - we studied this in high school - it is called euphemism, originates from the brain farts called Ingrish language, the British Ingrish.

A near miss is a standard term used to describe an averted accident. It is used in the transportation industry to bring awareness to unsafe procedures. Near miss reports are compiled and studied to change standard operating procedures to create a safer work environment. They are an effective tool.

As a ship master in the maritime industry my company requires my vessel to submit 2 near misses per month. Regardless of what they might be.

For the same reason a "crash" is deemed a CFIT.
