The driver's licence and registration is the legal proof you are acting as a government agent using their legal title to conduct business operating their vehicle which you gave them by registering it to the gov't giving and creating a split title Trust where you control the equity being able to buy & sell it but the gov't now owns it. The police can only have jurisdiction over these agents unless a non citizen causes real damage or create a real injured party.
