In my experience, relationships progress ONLY when a man pursues a woman first...if a woman pursues a man, he might be intrigued to go out with her, but there is usually no long term interest...maybe its hardwired in the male?

It's the 7s and 8s likely to persue men - they know most guys will be interested because they are attractive enough, but they may not have tons of (good looking/status/$$) guys being thrown at them so maybe thu feel they have to go out and get it.
