All this ELF work is basically the study of how to mess up the behaviour of carefully selected individuals but how about using these things as weapons?

DARPA, The Defense Advanced Research Projects Agency is engaged in pursuing the whole problem of developing electromagnetic weaponry.

This is an area so tightly guarded in Washington today (written in 1990) that even the code names of its projects are Classified Top Secret.

In 1969 the Navy and the RCA Corporation built an ELF test facility near Clam Lake, Wisconsin, by burying twenty-eight miles of insulated cable in the lowconductivity granite bedrock of the Chequamegon National Forest.

Soon thereafter, the Navy proposed to construct a 22,500-
square-mile antenna system [by] burying 6,000 miles of cable in bedrock elsewhere in Northern Wisconsin and in the Upper Peninsula of Michigan.

Projecting such a field into the seas and oceans would certainly mess with the natural functioning of animals who depend on it as a sensory input.

It would explain the mass die offs of fish, dolphins, and birds.

Could be something else, but an interesting possibility.

I'm from Wi. ELF was shut down over 10 years ago. Checked this out years ago, only study done, proved the pine trees grew faster in ELF zone.

I don't know why I bothered to post this because it will be dismissed as misinformation...however if I were to sneak down to the basement and record a You Tube Video and post it some if not all would believe...this project was very limited...nothing as you have described and was terminated by the Navy in 2004

As for this whole system it was proposed as you have quoted but never built as you stated except in a very limited scope and very limited area as opposed to that which you describe....below from your own source...

Again the project as described in your OP does not exist...and since its operations were at best described as slow....15 minutes to send one message it wasn't practical even though the Navy expressed confidence that they could convey everything in these type of limited messages they had to.

Lots of hyperbole in your OP but your passion speaks for itself....turn your passion to more subjects or dig more sources up other than blogs and you could be the one to actually discover something but this is not it

Project , imo, went black because of bigger and better ways...
