Individual Scout leaders have abused boy,s that's for sure. It happened in my troop over 40 years ago. That was because the community unknowingly let a homosexual man be a scout leader. He proceeded to take advantage of his position. When the fathers found out what happened they took care of the situation. No police, no courts, no lawyers, and no, no one got killed or permanently hurt. But the guy also never came back to our town.

You can't blame this on BSA, because they have policies in place specifically to prevent this.

That does not imply that certain actions shouldn't remain illegal. But revision of current laws is needed...

Any child is a child and should be protected by the law. However peeing in public in an emergency, also shouldn't make a person categorized in the same category as a sexual predator.
