The official explaination is credible.

Dust collecting on the insulators (insulators isolate or insulate the electrical circuits path to ground [Yes, the actual ground you walk on, is the circuits return path], enabling a safe insulation between the wire and ground).

The weather service mentioned there was extreme fog/moisture (very dense water moisture) aerosol in the sky.

When this H2o aerosol collects/condenses on the dust-covered insulators (those jed pillar looking ceramic components between the wire and telephone pole).

This provides a conductive circuit path to ground.

This electric ground fault path discription is; the wire (carrying the current) now arcs thru the now conductive wet dusty 'insulators' in to the wet wood telephone pole set in the GROUND or any metal conduit on the pole reaching the ground or close to it, providing the path.
