There are 400 ton stones in place at Tiwanaku. We, with our present technology could not make such a structure. "They" were smarter than "us." "They" would tell "us" what to do.

As an aside...when asked who built Tiwanaku..the Inca said, "Giants." How odd...what the Bible refers to as fallen angels (who are the "rulers of the air" or in your terms "extra-terrestrials) had offspring with humans. Those offspring...in the Bible...were referred to as "giants."
