Though I'm sure it's been stated(I am not going to read all the pages to look) I'll post anyway. IMO it's either the Queen of England or it's the Pope, unless you're being insincere about the 'you see them often part' because, up until reading that line, I was going to say the Black Pope, the head of the Jesuit Order.
