This small groups act as both a "cut-out" to the higher hidden Orders or Organizations and as a way to communicate these messages personally.

That way everyone small assumes that the person they personally see to be in-charge, is only in charge of that one tiny sect, company or whatever cover. Everyone reports up and then the decision is made. First the information is compartmentalized and sent to various different groups that would never be suspected of being in collusion with one another. Then small, almost ridiculously small, actions are assigned to those who have small parts in the organization.

The effect is like countless people each being told to set a specific domino in a certain places but they never see the other domino or the finger coming to knock them down.

The result is an action SO widespread and seemingly impossible to have been coordinated. If any of the individuals are questioned they literally know nothing about anything. So in the end it all appears to have been nothing more than just a wildly improbable, random coincidence.

So To answer your question; Prove you have the money and secure a professional third party to control the exchange. You do that and I'll not only give you the names of the "BIG 5" and I'll even throw in the names of each of their personal 3-man subordinates.
