I admit it smells a bit fishy that carpenters know the location but the billionaires have no clue!
Anyway - if your story is true OP....pushing forward a deadline by 3 months is unusual on any construction contract...and as you say - some things just can't be completed..depends on materials being available mainly!
So they're willing to pay ANYTHING to get their bunkers completed?!
Hmmmmm....you need to squeeze out of someone the reason why...and then tell GLP!!

Well, duh, the workers may be bussed to the sites in blacked out busses but those ordering materials and services HAVE to know where to deliver the materials don't you think? I have had billionaire customers in Manhatten in my day and while they were VERY cheap with the amounts they would pay me to improve their businesses, they were eager to piss away mega bucks when it came to their own homes and personal frivolities! From what I gather, the US economy is probably being completely supported by purchases by preppers and bunker building big buck boys!
