They need good organizational skills and be good talkers/negotiators to do their jobs effectively. A procurement manager orders what the designers/project managers/engineers tell them to order. Another thing...anyone who has ever dealt with deliverables for a large corporation knows that they take for fucking EVER to make a decision on something and then pay extra to get it early. They want to beat the supplier down for 500 dollars then spend 20,000 dollars to get it early.
