I'm gonna call bullshit.
Wealthy are such control freaks that they would be picking/buying their own locations.
Never, never would they let another pick their locations.
Secrecy would be compromised by all the contractors.
This whole post is just a ruse.
Total BS post OP.

The company buys the land, the mineral rights, etc... does all the works and hands the keys over once the construction is finished. The client knows the approximate area... but not the exact location.
