If you're not on a private boat, or on one of the sighteseeing boats that take you around Manhattan, you can take the free Staten Island Ferry to Staten Island and back and get great photos of her.

The Staten Island Ferry has always been free to ride. You take photos of the statue from the FERRY, not from Staten Island! The ferry runs continuously. Ride over, take photos, disembark, get in line, ride back, take photos. You also get great photos of lower Manhattan that way. All for free! :)
