Then after being "privatized", the company which bought them can contract out the labor. Prison industy is booming in the US. Look it up. Pot ensures a steady source of not-too-criminalized inmates to work for dirt cheap. Pot heads are usually fairly non violent, and many of them have decent educations, in other words, are more likely to work without causing problems.
