Space debris is a weapon that threatens all world communications, the 2007 anti-satellite test by China left more than a million bits that are not small in orbit, every single one needs tracked it has effected a great deal. Basically we are close to a total catastrophe that starts a chain reaction that destroys everything in orbit. So no you cannot just launch anything anywhere at any time. A single fleck of paint at 50,000MPH is enough to take out a satellite if it hits the right place and they are all tracked and numbered. This is why we do not blow up more crap. Want a real scenario, you can’t destroy more satellites in orbit, you have to capture then and send them in to the atmosphere if a war breaks out, now relate that to this threads speculations...
