He's simply been conditioned by the system to accept whatever laws are passed down upon him. No one is suggesting a lawless state, but laws and actions created to supress civil rights and privacy etc are unacceptable.

CCTV for example; They do not push the crime rate down. They do not prevent crimes, but every day people like you and me are recorded going about our daily business. Fine, you'll say "I don't commit crime so where's the harm", so then they implement reading all your private correspondence and listening in to your phone calls; again, you answer with the same answer. Next along will be technology to read your thoughts and I suspect that answer will not serve you well if this ever happens.

It's a slippery slope my fellow countryman. Don't mistake freedom with lawlessness.
