Anyhoo, BRIEF is right. I know I need a vehicle. I'd love to have something reliable with my brood, but I have what I can afford...

I don't know where the rest of ya live that you don't need a vehicle or what your circumstances are that ya don't need one...but if something happens to my children and it's not life threatening, I'm going to need to drive them to a hospital (believe me, that happens a lot in my family). I can't walk a kid to the hospital with a broken leg and can't call an ambulance for something like that. ha ha ha ha...It would cost more for that one ambulance trip than 5 years worth of registration...

There are areas where people MUST have have a car because the areas are so spread out - no way could they get where they need to go without a vehicle.

I don't support any government handouts...all they do is rob the people that work for a living and give it away to those that don't. Public transportation is the governments answer to that problem and that's why big cities are filled with criminals and bums...

I study people and their behaviors, it's part of my job...I have learned through observation and study why poor people are poor, why rich people are rich, why people end up in jail or getting their ass kicked by the police...

If he had've let him off, he could have been in big trouble.
This way, he did his job but also very generously gave the guy the money to pay/help pay the fine.
