In the Commercial Advertisement Loudness Mitigation (CALM) Act, Congress directed the FCC to establish these rules, which went into effect on December 13, 2012. Quick Facts Q: Does the FCC currently regulate loud commercials? A: Yes. The Commission adopted rules on December 13, 2011 that require commercials to have the same average volume as the programs they accompany. The rules became effective on December 13, 2012, one year after the date of their adoption. Broadcast television stations and pay TV providers were given until this date to be in full compliance. Q: What does the CALM Act require the FCC to do? A: Specifically, the CALM Act directs the Commission to establish rules that require TV stations, cable operators, satellite TV providers or other multichannel video program distributors (MVPDs) to apply the Advanced Television Systems Committee's (ATSC) A/85 Recommended Practice ("ATSC A/85 RP") to commercial advertisements they transmit to viewers. That's when the U.S. Federal Communications Commission will start enforcing in earnest the Commercial Advertisement Loudness Mitigation Act, or CALM Act, enacted in 2010. The FCC's new rules will require broadcast-television stations and pay-TV providers to make sure advertisements have the same average volume as the programs they accompany, the agency said on its website. The affected companies will have had a year to get ready for the FCC's new regulations, which were OK'd on Dec. 13 of last year. [link to www.ibtimes.com] Finally, some good news. Who is John Galt? |

I don't see how it did the advertisers any good when people automatically hit mute on the remote when their ads came on. I would still do that anyway though, if I was ever around a television set. |

They don't do that. Broadcasters in the US have technical specifications that they must meet. They do not turn up the volume when a commercial comes on. Commercials may sound louder simply because the advertiser has jam-packed the soundtrack of the commercial with sound. One might say that the amount of sound increases during a commercial. But the volume level does not. |
