Since I was a child I've seen how the worst oil coming from the worst Spanish cooperatives is purchased by Italian companies that bottled it to sell it as Italian. More than that: Oil coming from Les Garrigues (a region in the north est of Spain, in Catalonia) is recognised to be the best olive oil you can buy from a cooperative, direct from the mill to your house.
