I thought that CT was one of those states that had already clamped down on guns, like NYC or New Jersey.

That is what I am thinking, and hoping.

The news makes a BIG deal about these incidents and they are plastered everywhere and get soooo much attention that it is only natural this is going to happen more and more because some people find this type of publicity and attention exciting and needed.
Even if it is very negative, it is sometimes said kids do bad things to get any type of attention they can get.
Some people never grow up!
